ADOs are required to implement and conduct anti-doping education programs under the World Anti-Doping Code (Code) and International Standard for Education (ISE), as well as the UNESCO International Convention Against Doping in Sport. The Code and ISE also require WADA to support ADOs and other organizations seeking to participate in protecting clean sport in the development and delivery of anti-doping education. To help foster, promote, and enhance anti-doping education programs around the world, ADEL provides ADOs and other organizations with a free learning management system to implement their education programs. By becoming a Power User they can significantly enhance their education offer to users like you and meet their compliance responsibilities by reporting against how many people have been educated as an example. There is no requirement for ADOs or other organizations to use ADEL for this purpose.
The purpose of linking user accounts to organizations that choose to become Power Users (and use ADEL as a learning management system) is to enable these organizations to manage and monitor the anti-doping education of users that fall within an education pool that they are responsible for under the Code and the ISE. In turn, organizations can more readily evaluate and improve their anti-doping education programs, and demonstrate their compliance with the Code and ISE to WADA. This account linking will also help ADOs better coordinate their education efforts and reduce education duplication, because they will have access to a more complete record of the types of anti-doping learning activities already completed by the different target groups in their education pool.
Balancing the anti-doping education responsibilities of ADOs under the Code and the ISE, as well as the need to minimize access to personal information within ADEL in respect of the privacy principles set out in the International Privacy Standard, we have developed a series of granular access rules to determine what user accounts can be linked to a Power User. These are described in the next section of this FAQ (How will my account be linked to a Power User account?).
The accesses to user accounts given to the Power User for an organization that is not an ADO or the delegated third party of an ADO will always be decided by WADA on a case-by-case basis. Generally, these organizations will only be provided with access to user accounts that accept a direct invitation to join ADEL sent by WADA on behalf of the organization. There may also be circumstances where WADA creates a specific user role or sport that, once selected by a user during registration, will link the user to the organization responsible for that user role and/or sport (for example, a professional athlete in a professional sport that is not subject to the Code could be linked to the professional sport association responsible for that sport).
